Why are rental agreements made for 11 months?

An 11-month agreement sits just under the line where registration becomes compulsory, which is a lease longer than a year. It can be signed on e-stamp paper and renewed every eleven months without that extra step. It is usually called a leave and licence, a licence to occupy rather than a tenancy under rent law.
